Job Description

The Central Montana Regional Water Authority (CMRWA) is seeking a qualified individual to operate their new drinking water system, under the current operator. Operator will monitor and operate water facilities in compliance with state and federal regulations.

Organization Background

The Central Montana Regional Water Authority (CMRWA) is a coalition of several communities that are working towards the construction and operation of a regional drinking water system. The project is called the Musselshell-Judith Rural Water System. The system is governed by a Board of Directors of individuals from the member communities. Phase 1 and 2 of the project which will serve the City of Harlowton, Roundup and rural users along the pipeline.

System Description

The Operator will  be responsible for operation of the Phase 1, 2, and future phases, with the current operator, which serves the City of Harlowton and Roundup and numerous rural users along the pipeline route. The system consists of four production wells west of Garneill, Montana, a control/disinfection building at the wellfield,miles of distribution pipe, two 550,000 gallon prestressed concrete tank, pressure reducing valve stations, fill control valve stations near the Harlowton and Roundup tank and numerous meter pit/service connections along the pipeline route. The system includes a gas chlorination system at the control/disinfection building and chlorine analyzers at the building and at the Harlowton and Roundup tank.

The system can be operated and monitored remotely through a SCADA system control through a dedicated fiber system. An overall map of the system can be provided upon request.

Responsibilities and duties

Conduct day-to-day water operations and ensure compliance with the facility’s performance objectives;
Operate the water system following the approved procedures and protocols;
Operate computer for SCADA monitoring and control of system;
Draw samples for laboratory chemical and bacteriological analysis;
Take and record readings from instruments;
Monthly meter reading and data recording;
Analyze instrument readings and make necessary adjustments to equipment;
Adjust treatment equipment to maintain steady operation;
Complete tests to determine appropriate chemical dosing rates;
Prepare reports for DEQ submittal/compliance and maintain operating logs; also for CMRWA Board
Respond to complaints from the public and inquiries from management;
Communication with subsequent system operators, City Councils, and Board;
Landowner and customer communications and relations;
Basic maintenance of the equipment;
Attend startup and trainings provided by manufacturer’s representatives in all phases of the work;
Attend monthly CMRWA Board meetings/Report System Performance;
Report problems to the Montana DEQ and CMRWA;
Assist with necessary repairs;
Troubleshoot water treatment systems and its processes; and
Coordinate new customer hook-up installations.

Knowledge and skills

Knowledge of water system management;
Knowledge of related DEQ regulations, laboratory sampling and testing techniques;
Ability to operate and maintain independently the water system components;
Comprehensive understanding of the latest technologies in the water field;
Familiarity with the basic principles of physical, chemical and biological sciences;
Ability to perform appropriate mathematical calculations;
Ability to interpret charts, flow diagrams, instruments and meter;
Ability to site, stand, walk, kneel, crouch, stoop, squat, twist, climb, lift 50 lbs., and able to withstand exposure to cold, heat, noise, outdoors, dust, vibration, chemicals and mechanical hazards; and,
Ability to operate standard 4-wheel drive vehicle as well as ATV equipped for all conditions.

Qualifications and experience

Prefer that person has valid water operations licenses meeting the qualifications of Class 3A distribution and 3B treatment requirements in Montana;
CMRWA will consider operators that are working towards licensing;
Valid driver’s license with a good driving record;
Prefer minimum two (2) years of operating experience in water; and
Proof of Insurance.

Hours of work

The operator will work Monday to Friday. The operator will have to monitor the system and respond to emergency callouts.

Timeline

The position is expected to begin in December 2024.

Salary and Benefits

Salary and benefits will be negotiated with the successful applicant depending on experience. The CMRWA will also pay vehicle mileage if the contract operator wishes to provide a 4-wheel drive pickup. The CMRWA may provide a vehicle, if the Operator does not provide one. The CMRWA will be responsible for directly paying for all supplies and expendables needed for operation of the system.
