The Financial Manager provides financial planning and related services as needed and authorized by the North Central Montana Regional Water Authority (NCMRWA) Board and General Manager. The Financial Manager, in cooperation with the General Manager, Engineering Team and Legal Team is responsible for budget, invoice and claims, and overall administrative financial functions needed by NCMRWA. The Financial Manager is the point of contact for the General Manager pertaining to all financial compliance and requirements imposed by and from State and Federal agencies. It is the Financial Managers duty to ensure that all financial work is properly conducted, and the General Manager and Board are apprised of all significant financial matters affecting NCMRWA.

Job Description

Role and Responsibilities

1. Day-to-Day Operations:
Review and respond appropriately to all financial mail, email, and correspondence.
Assure proper and timely response to all phone calls and messages.
Attend meetings as necessary with NCMRWA and CORE to provide financial information and guidance.
Coordinate with the General Manager and Engineering Team on all financial aspects of construction activities such as: easements, studies, bidding, warranty work, etc.
Maintains office services by organizing financial operations and procedures.
Build professional relationships with State, Federal and Local constituents on each of the segments.
2. Accounting and Reporting Responsibilities:
Providing the General Manager and Authority Board with a monthly financial report which includes but is not limited to financial reports, budget status, utility receivables, grant receivables, bank account activity, claims, and utility water usage.
Prepares journal entries and reconciles general ledgers and subsidiary accounts; prepares claim documents and checks, prepares, and sends monthly water utility invoices, processes payroll and other financial documents required by Federal and State agencies.
Preparing annual Authority budgets, segment project budgets, cost price analysis, modifications requests to BOR agreements, easement payments, and Federal and State reimbursements requests,
Provides assistance for Federal and State progress reports, final reports and other reports required under grant agreements.
Analyzes fiscal records and reports, prepares financial and statistical reports for the General Manager upon request.
Review and analyze monthly and annual financial statements of the Authorityand prepare financial and statistical reports and submit them to the General Manager.
Monitors grant revenue and expenditure, ensuring correct data is recorded and prepare required financial reports for grant agreements.
Assists the General Manager to notify existing services of rate increases or decreases.
Prepares loan and grant applications.
Works with the Accounting firm to provide all required documents for the financial audit.
3. Board Meeting Responsibilities:
Attend Board Meetings (Coordinating, Executive Committee and Full Authority).
Attends engineering team meetings to stay informed of budgeting issues, BOR modification requests and any procurement questions that may need immediate attention.
Prepares and provides financial documents to the General Manager or Authority Board members for meetings.
4. Other responsibilities:
Contact or meet with member entities as needed to coordinate financialactivities.

Maintain current Authority Mail/PO Box.

Abilities and Physical Demands

This is a remote position working and residing in Montana, and successful applicants will be required to work from a remote location in a home office environment. A degree or CPA license is preferred. This position requires the skills to talk to and communicate with the public, co-workers, and groups. Sit at a desk, at meetings and in vehicles for extended periods of time. Usethe telephone, computer, keyboard, calculator, office equipment and other writing devices. Vision abilities require the skill to review technical and legal documents, reports, telephone numbers, computer screens, cell phones and analytical and statistical reports. Stands and walks short distances. Stoops and bends, handles, and lifts books, papers, and office equipment up to 50 lbs. Travel may be required to remote locations when performing duties or attending monthly meetings in Great Falls.  May require climbing on and into various vehicles or structures. Normal office environment but periodic exposure to dirt, dust, fumes, and outdoor weatherconditions.
