Job Posting – Water Commissioner

The City of Sidney is accepting applications for the position of Water Commissioner. This is a supervisory and technical leadership
position responsible for the administration, operation, maintenance, regulatory compliance, and strategic oversight of the City’s
municipal water treatment and distribution systems.

The Water Commissioner serves as the department head for the Water Department and is responsible for ensuring safe, reliable,
and compliant water service to the community while leading department staff, managing infrastructure projects, and coordinating
regulatory reporting and compliance.

Minimum Qualifications
Applicants must possess:
• Current Montana Water Operator Certifications of:
o Level 2A Water Distribution Operator, and
o Level 3B Water Treatment Operator
• Minimum three (3) years of progressively responsible experience in:
o Municipal water system operations
o Water utility construction and infrastructure maintenance
o Supervisory, management, or leadership roles
• Valid driver’s license with ability to obtain any required endorsements
• High school diploma or GED (Associate’s/Bachelor’s degree in related field preferred)

Preferred Qualifications
Preference may be given to candidates with:
• Additional utility certifications or cross-training in wastewater/stormwater
• Experience with budgeting, capital improvement planning, and regulatory reporting
• Experience managing public works or utility personnel in a municipal setting

Essential Duties and Responsibilities
• Oversee daily operation of the municipal water treatment plant and distribution system
• Ensure compliance with all federal, state, and local drinking water regulations
• Supervise, train, schedule, and evaluate water department personnel
• Plan and oversee maintenance, repairs, and capital improvements to water infrastructure
• Coordinate with contractors, engineers, regulators, and other departments
• Maintain records, reporting, and operational documentation required by regulatory agencies
• Respond to emergencies and after-hours operational issues as necessary
• Participate in strategic planning for long-term water system improvements
